[ ] ford, passable, and has FISS site so assuming this is a phase 2 site, but crossings layer still says pscis_status= NULL and barrier_status = potential. Seems like bcfishpass needs to be updated OR I'm wrong and this is not a phase 2 site.

FISS site actually belongs to crossing upstream. Closing because not an issue.
