resize photos on mergin #4

has photos removed from ignore_mobile/photos and moved to ignore_mobile/photos_resized. Not sure we need to store the photos here at all but at least they are smaller now. Could probably have changed in place but not sure that the mergin server could handle manageing a change that large with all the same filenames so didn't risk a glitch
