Add background on Kalum River (KLUM)

Def worth noting past efforts towards fish pass planning here as looks like there was lots. Can consider includeing context of where we assessed (just the portions of the wsg between Hazelton (forget where wsg boundary is) if it seems to fit in background.

There is escapement data for the Kitsumkalum river from 1984-2020 (report about it in zotero @winther_etal2021AssessmentKitsumkalum). Should we try to add it to the report similiar to here https://github.com/NewGraphEnvironment/restoration_wedzin_kwa_2024/blob/main/scripts/dfo_stock_assess.Rmd.

Lets just reference this work so the reader can dive in if they want.

If we are going to add dfo stock assessment data we will need to do it for all the watershed groups so can maybe provide it all in one place in the interactive report (and just point to a link in the pdf version) in a filterable table. I'll make a separate issue about that.
