if it doesn't it should error

prevents fpr_sp_gpkg_backup(update_site_id = TRUE) from running on inappropriate dataframes such as that imported from form_fiss_site

hmm... actually it doesn't work on form_fiss_site anyway.. not what i thought was happening... closing
