basically, looks like it was just a naming issue (file name was changed to _kml.zip vs _gpx_kml.zip but original link_kml remained unchanged. Moved back to zipping both since may as well.
reason for zipping is that a .kml file is not downloable from github (wasn't last time I checked anyway) and zipping with zip package does not work to zip .kml to .kmz` (last time I checked anyway)
leaving all download links in docs directory as convention to keep simple
removing all old time stamped files programatically on every build so they don't get zipped up with latest days version
