Groups not syncing #139

On this staging site it appears that the Membership Group (Groups on the user profile) is not syncing into the database.

The expected group is "Volunteer Hub"

This appears to be related to the Group Participation field being set to No access - internal use only which eliminates this field from the API response for non-admin users.
