Issue #145 customize login title, intro, and submit button

Add Login Settings tab to main admin settings page
Move custom CSS setting to Login Settings tab
Add inputs for the login title, intro (textarea) and submit button text

Issue #152 automatically accept terms of use

Added function to find user ID from the login and use it to make the accept terms of use RPC call
Call each time a WA user logs in

Issue #163 add support message

Added a Support submenu in the WAP admin settings with links to forum and real time support
