Rock Theme: Workflow "Bell" button doesn't work correctly #171

When on the homepage the Bell sends you to the right workflow page (I assume). But when you click on it from any other page, you get random pages that you are sent to.

This was an issue with the bell not being included on every page layout. @edolyne should've added it to every page now.
