Make team chat work properly

This hasn't actually been tested but if global chat wasn't disabled, you also disabled the ability for teams to teamchat, all team chat was global.

exp, thanks for the pull request, however I don't think this works.

the first if statement trumps the later one, I'll have to test it out over the weekend to verify.

@Newbrict Hopefully some friends and I will test this tonight. Looking into the issue with shadows from players displaying even when disguised as we prefer the flashlight enabled

@exp Yeah, I remember that issue, I couldn't figure out a quick way to fix the shadows so I just disabled the flashlight.

Let me know if you make any breakthroughs

Chat fix seems to work, although I didn't try setting anyone as an admin (as I have no idea how)
