In document to organizations, have an introduction explaining purpose and value of open data. Point out City of Newport's own initiatives (http://whatsupnewp.com/city-of-newport-partners-with-opengov-to-increase-government-transparency/) as well as similar organizations in other locations.

started a branch to tackle this. I don't think it needs to work too hard to convince anyone, because they are already at the site.
