Describe the Bug

When standing near a damage track with a train sitting on it, nanobots are consumed and the repair animation and sound are played, but the track is not repaired.

To Reproduce

Steps to reproduce the behavior:

damage a track
park a train on the track
equip nano emitter with nanobot ammo
