Merge feature/issue196-update-transform-chain into develop

PR adds functionality to support new transform chain for calibration panels and also maintains backwards compatibility with existing datasets (version 2 extrinsics files). This PR includes:

• New transform chain to support use of VAT parameters
• Refactoring of existing transform chain (matrices computed in javascript with double precision then passed to shader as uniform)
  • Logic for determining whether to use updated transform chain (full) or previous transform chain (simple) based on calibration files loaded
  • Fixed parsing of vat parameters from metadata calibration file (convert to rotations to radians, and add translational components)
  • Updated logging messages to indicate status of calibration panels and provide info on missing calibration files

Testing was performed in conjunction to confirm desired functionality as well as backwards compatibility with existing datasets and cals on S3 - see #196
