Describe the bug Starfield SFBGS004.esm is being auto disabled on game exit

Environment

• NMM version: _0.87.0
• Mod(s) used: <link to mod(s) on Nexus> The issue is related to the games base esm files, and is not affecting anything else in my load order. Please remember to attach any trace logs you get in connection to this problem. Without these it will often be very hard to track down the bug. to my knowledge, there are no trace logs being generated

To Reproduce enable the esm load the game, exit the game, open NMM and the esm is disabled and moved to the bottom of the load order.

Additional information this started occurring after the latest game update, the file is a base .esm file that should be greyed out but is instead marked has manageable.

Confirmed and note that it also occurs with the Shattered Space ESM file.
