As the error mentions the archive "G:\Vortexdownloads\fallout4\PraRandomAddon2-48042-8-0-4-1627894628.7z" was being used by another process when Vortex tried to install it - maybe it's an anti-virus, maybe you had the archive open in an archive viewer.

Regardless, this is not a Vortex bug - it's something you need to sort out.
