This happens with a download from a foreign site. I can reproduce the problem and it's something wrong with their server setup, it's very weird.

Vortex always downloads files in chunks to facilitate resume, parallel download threads and such. This file is smaller than our chunk size and in this case the server returns a wrong file size for how large the chunk actually is. The server reports the file as 3411 bytes when it's really just 3386 bytes.

I've tried with other tools including the time-honored wget and this file trips them all up, wget retries the download in an endless loop.

You should report this to beatmods, maybe just reuploading the file fixes the problem.
