Hi there - as the error mentions - the C:\Users\Елена\AppData\Local\Fallout4\plugins.txt file is a folder, not a file; Vortex does not create that file, it only reads and writes to it (if it exists).

I'm afraid there's no way for us to tell what may have caused the file to be replaced by a directory. I suggest running the game store's file verification functionality so that the file gets restored before starting Vortex again.
