The problem was I have directed mods to be installed to C:\Games\Vortex{GAME}\mods instead of C:\Games\Steam\\Data...

Different song, but same lyrics: Vortex deploys to a custom location and for some reason the app abends. Blame Gopher because his excellent video showed me how to do this. ;-)

I think it has to do with XMP32 max skeleton and FNIS
For some reason I have "FNIS" and the "FNIS New behaviour .... etc" Maybe it has to do with FNIS integration?

this software and finis doesn't like each other, trying to enable new Finis, says can't find it (it's in Data), have same problem with XPMS skele, can't be enabled either. wtf?

After realizing I had both custom directories and the vanilla archive ones for FNIS PCEA, I removed the unwanted ones. Vortex appears to have problems with removing directories like that, and gave an error.
