That's not how plugin ordering in Vortex work, you can't edit the plugins.txt and expect those plugins to stay where they are. Vortex sorts the entire list according to the LOOT algorithm and rules and if those decide the plugins should be early in the list then they will be early in the list. If you want to change that you need to set up rules. Since we're talking about mutliple related plugins you may want to assign them to a group and then set a rule for that.
Summary: Please go back and READ my last feedback. I was very clear of the problem, and your response was to tell me that I didn't know how sorting worked in Vortex. I did NOT say I edited the load order in plugins.txt expecting it to change it in VORTEX. I actually said the OPPOSITE. I set up rules in Vortex to place the files at the very bottom of the load order. I then hit sort. IN Vortex, it showed those files at the bottom, IN plugins.txt it DID NOT. No matter what I did, vortex would show the esps where I wanted them to be, according to the rules I set in the load order IN vortex, but when I checked plugins.txt, the files were NOT where I had ordered them, they were somewhere else in the load order, forcing me to THEN manually edit plugins.txt and loadorder.txt. Then, if I ran vortex again, EVEN THOUGH I HAD RULES PLACING THOSE FILES AT THE BOTTOM OF THE LOAD ORDER, vortex would edit plugins.txt and loadorder.txt and again move the esps I had RULES SET to place at the bottom of the load order, back up higher.
If you want feedback, you should actually read all the feedback clearly, this is the second time I've been responded to by you guys with a response that dismisses my problem as user error and ignorance. If you don't want feedback, or don't want to take the time to read it fully, I won't provide any more.

No, you were not very clear of the problem, with no word did you mention that you set rules in vortex. You specifically said:

There is no other way to interpret that sentence than that you edited the files to get files loaded in a certain order and were surprised by Vortex moving them back. Probably a case of "but, but, but, I said would when I meant wouldn't!"
This:

is the exact opposite of what you said in the above sentence.
Vortex will "synchronize" with the plugins.txt on disk to be compatible with external tools, so if you manually edit the plugins.txt files Vortex will reflect that. But the moment you sort inside vortex, or let it autosort (which happens at the very least before you start the game) it will generate a load order based on your rules. So there was nothing, absolutely nothing, in your original post that indicated an actual problem with vortex.
Even with this last post there is nothing for me to investigate, you claim that inside Vortex the plugins are where you want them to be after sorting, respecting to the rules but it doesn't synchronize to plugins.txt. Still: You only claim, you don't demonstrate, you don't give me a way to verify or reproduce. This isn't a bug report, it's a teaser for a bug report.
For all I know you're looking at the wrong plugins.txt files or they are read-only or being accessed by another tools or you're sorting the plugins table alphabetically instead of by load order or your rules can't be applied due to "x is master of y" relationships. The point is: I can't spend hours digging for a bug that no one else has with no tangible information just because I assume you do know what you're doing. If I were working like that I wouldn't have been able to answer your question at all, I would be busy until 2035 with all the other feedback I got before yours. And I would have been wasting 99% of that time looking into non-issues.
I want feedback but not every feedback is useful. This isn't, sorry. If you take that personally, please do refrain from posting again, this is for bug reports, it's not the drama club.
I am trying to force the VR Optimization Project esp's to load last in my load order. I use the only thing in vortex I now can to do this, without setting up before/after rules for every single mod in the list. So I use the index lock feature. It doesn't work. I lock all 5 files at the very bottom of the index, but when vortex updates my plugins.txt and loadorder.txt files, the esp files are where vortex would autosort them, NOT where I locked them with the index locking. This forces me to manually edit the txt files, and if I have to do that, what is the point of a mod manager?
The 5 esp's beginning with RDTG should be at the very bottom of the loadorder.txt file (with psychevosmash at the very bottom) according to how I have locked the index numbers for these esp files. As you can see by the loadorder.txt file I have attached, they are not at the bottom, instead, they are in the order the autosort would put them. If these files are not at the very bottom, Fallout 4 VR freezes whenever I try to use VATS.
I appologize for the 3rd report on the same issue, but my first feedback report was dismissed, assuming I'm just stupid. I wanted to make sure the issue was as clear as possible.

Summary: I manually set the load order for the vr optimization project esps (they all begin in RTDG). In vortex, they now show at the bottom of my order, where I placed them. I manually went into both files and set them where they should be, but if I run vortex again and sort in vortex, it moves them back up in the load order in the txt files.
I have attached 2 files, my plugins.txt and a backup I made plugins.txt.bu.
plugins.txt.bu is the order the files are supposed to be in, and the way they display in vortex. plugins.txt is the order the files sort into when I sort with vortex, even though the order still looks right inside vortex.
All my other mods are sorting properly and being transcribed into the txt files properly, it is just these files from Vr Optomization project, the esp names all begin with RTDG.
Thanks guys, so far no other issues, everything is working well for me otherwise.
