Hi GoadinVanBallern, this is probably one of the weirdest error reports I've seen. Vortex thinks you're managing Witcher 3 and are attempting to run RDR2 as a tool (which failed), all plausible so far albeit uncommon; but the error gets reported by the mod dependency manager which is completely unrelated to what the error message is reporting. I'm tempted to say that this level of weirdness must be down to some sort of state corruption or maybe even a hardware issue ?
Are you actually running RDR2 as a tool while managing Witcher 3 ? can you think of a reason why your state would get corrupted (power failures/manual state manipulation)?
Can you send us your vortex.log files and application state information through Vortex's internal feedback system ? https://wiki.nexusmods.com/index.php/Troubleshooting:_How_to_send_in_your_Vortex_log_file

@IDCs: I think what happened here is this: User tried to run RDR2, Vortex refused to start because there are unsolved file conflicts. The user switched to manager Witcher 3 and then clicked the button in the notification to show the conflicts. Because the code uses the mods of the managed game (which is now Witcher 3) the conflicts for RDR can't be resolved.
EDIT: To clarify: the notification would disappear the moment the conflicts for the newly activated game have been determined but that does leave a potential time window for the user to click the notification from the previous game.
