3 years ago f4se_loader.exe is a script extender which is a requirement for many mods. Vortex should've notified you that the tool is not installed, and should've automatically downloaded and installed it for you. You have two potential solutions:

Set Fallout 4's executable as the primary launcher. To do this, go to your dashboard and look for the Fallout 4 launcher. In the snippet below I'm using Skyrim VR but it's the exact same procedure - click on the 3 dots next to the Fallout 4 launcher and choose "Make primary" which will ensure that the fallout 4 executable will be used to launch the game instead of f4se.

(recommended) install f4se manually from https://f4se.silverlock.org/ download the latest F4 runtime version and drag and drop the downloaded archive in the mods page drop area to install it. More info about that here: https://wiki.nexusmods.com/index.php/Tool_Setup:_Script_Extenders
Vortex Version: 1.3.13 Memory: 7.94 GB System: win32 x64 (10.0.18363) Whenever I run the game it says that I failed to run a tool that I am not using, nor do I have downloaded. It says it is called f4se_loader.exe, I ran a search on my pc yet this file is nowhere to be seen, I cannot run fallout 4 because of this.
