Stale data on cover router

For some reason, store data in the cover router is becoming stale over time.

• Check if all the events are being listened that affect capacities
• Check if the event listeners are working
• Track the update of the store - currently, we are not logging the update of the store, so we cannot find out when the data became stale

Proposition, also add tenderly alerts that will track the updates and have a route to compare the timestamp, and alert if the data is stale
