Change the way we chunk the amount of cover

Currently we are chunking the cover amount by certain value (10$).

Suggestion to switch to chunking by capacity:

• map capacities and their prices

  {
  [poolID]: {capacity: number, priceForTheCapacity: number}
  }

• pick the capacity with smallest price and then fetch the new values for that pool
• and repeat till we fill out the cover amount

The idea here is also to include the surge in the mappings 1% of the pool for each iteration. So you would always get the best price.
