Synchronizing icon doesn't accurately represent synchronizing #190

Describe the bug While synchronizing, the Windows desktop wallet's synchronizing icon and tooltip indicate that it is completely synchronized even though it isn't

Expected behavior Expected behavior is that the synchronizing icon should be the spinning icon while synchronizing is occurring, and the tooltip for that icon should indicate that it is in the process of synchronizing.

@NealHelman Could you elaborate on why you think it's actually not synchornized? Was the block count still running?

That's exactly right, it was still counting blocks. The screen snippet showed 30k block count, but the block height on the explorer for testnet is over 900k.
