Create an absolutely positioned banner at the bottom of page #17

This banner will hold the title of the next thread as well as a link to it. At the bottom of the page, it will also display the time until it swaps to the next thread.

On the main subreddit page, it'll show "Queuing up threads, please wait (X seconds) untill auto-scrolling begins"
