better security header management #3273

I'm always frustrated when I want to enable a bunch of security headers, It's just pain in the ass.

It will be nice if there's a location templet, I can just apply or more security header option.

I have tried manual config the nginx location configuration to auto apply to all the proxy servers, but it did not work.
