It is not quite a problem, may be a nice to have:
I am hosting a few sites from multiple domains for some of my friends.
One of them asked me, to "suspend" his site for a few days.
I opened the Proxy Hosts list, deactivated the domain name/site my friend asked, and went to 404 Hosts to add it there.
It gave me an error, saying that the domain name already is in use.
The domain name coud not be added to 404 Hosts until i did not delete it from Proxy Hosts.

A better solution for this situation and similar ones (where a domain name already is in use) would be to check if a domain name is duplicate and is active elsewhere in NPM, and if domain name is not active despite of its existence in other sections of NPM its addition should be allowed.

Additional context
This would be very useful, in situations where the proxy host setting contains additional bushy settings, custom locations, etc., settings that should be saved separately somewhere so as not to be lost in case the proxy host is reactivated (in a few days when that friend resolves the issue that prompted the domain to be deactivated)
