Is your feature request related to a problem? Please describe. No it isn't

Describe the solution you'd like It would be nice to have an option to restrict a specific port range to specific users, So that way you could have like a "Bob" which only is able to use 400 - 410 ports And for example a "Clarke" which can only use 410 - 420, customizable indeed.
