How to resolve this issue?
After the wait time has elapsed, a review can be triggered using the `@coderabbitai review` command as a PR comment. Alternatively, push new commits to this PR. We recommend that you space out your commits to avoid hitting the rate limit. How do rate limits work?
CodeRabbit enforces hourly rate limits for each developer per organization. Our paid plans have higher rate limits than the trial, open-source and free plans. In all cases, we re-allow further reviews after a brief timeout. Please see our [FAQ](https://coderabbit.ai/docs/faq) for further information.Commits

The script localnet.sh
was updated to rename the flag FLAG_NO_BUILD
to FLAG_SKIP_BUILD
. This change enhances clarity by more accurately reflecting the flag's purpose, which is to control whether the build process should be skipped. Additionally, related flag logic and output messages were adjusted to align with the new flag name.

contrib/scripts/localnet.sh | Renamed FLAG_NO_BUILD to FLAG_SKIP_BUILD , updated flag logic, and adjusted output messages. |
In the land of scripts, thereβs a tale to unfold,
A flagβs name changed, a story to be told.
FromNO_BUILD
toSKIP
, it found its true fit,
Now clearer, more accurate, I must admit.
Code evolves, with steps so bold,
Embracing the new, while honoring the old.

Purpose / Abstract
A really annoying thing about the
make localnet
script is that it destroys the local keyring on every invocation. It makes interacting with other networks (e.g. mainnet, testnet, and devnet) really annoying. This PR fixes the localnet.sh script to preserve the local keyring and only delete the local data files, so that localnet starts fresh from block 1.
