Purpose / Abstract

Addresses issue pointed out on Slack.

"A couple of dumb findings about devnet-3 evm: Chain ID there is localnet (3000). This is because our appconst is respecting devnet-0, devnet-1 and devnet-2 but not devnet-3 see"
