Problem with osmosis incentives modules

• anyone can create a program, once a program is created the handling of it happens at epoch.
• there's an attack vector here in which I could use a worthless coin to create an incentives program and distribute worthless stake to let's say osmo/atom LPers. this could clog the chain if multiple incentives programs are created.

Possible solutions

Permissioned incentives programs

• creating incentives programs can happen only through governance votes
• good is: cannot be clogged
• bad is: semi-centralised, does not allow other chains to incentivise their own pools inside nibiru using their own coins

Permissionless incentives programs by posting stake

• creating incentives programs can only happen if a user feeds the protocol back some nibi coins (gov parameter)
• the attack vector is still there but it costs money to open infinite incentives programs
• it's sort of permissionless
• a new way to make the chain profitable

Rewrite incentives to be lazy

• Permissionless
• Requires research = extra dev time

I like the idea of having a "program creation fee", similar to a "pool creation fee", for external incentives. In the grand scheme of things, it won't be that expensive for external incentive providers but it will be expensive to spam for malicious actors.
