Use Opus instead of speex #7

Given the availability of Opus which is better than speex in any concievable 
way, this seems like a logical step.

On a related note… another CODEC that would be useful would be 16-bit linear 
PCM.

I'd like to use the phone I have as a remote headset for my HF radio 
transceiver.  16kHz 16-bit audio equates to 256kbps bandwidth, which is no 
problem for even the original IEEE 802.11 WIFI (2Mbps rate).

However, due to the noisy nature of the signals concerned, lossy compression is 
best avoided.
