Repurpose "issues" features as COMMENT THREADs

Organize comment threads with labels (tags), comments, attachments, etc.

Styling with MARKDOWN

We can designate permissions too... so as we bring in new people, they only see/contribute how we want them to.

And new comments update to the top of the 'issues' list (with "sort" column)
