Add Github Workflows - run tests on each commit and optionally lint. #3

There are two included workflows:

dotnet-desktop.yml: Runs all NUnit tests on each commit, and saves it to a .xml which can be viewed easily in a test viewer suite. Currently uses NET6 but can easily be modified to use another version.
lint.yml: (optional) ensure all PRs are conforming to the style set by .editorconfig
