Ban (temporarily or permanently) people from being able to list items, but let them buy/bid etc

A 3rd option when staff uses /gts admin to remove a listing. Basically, remove the listing, return the listing, and temp ban the person
Describe alternatives you've considered
Via a command so we can tab names ig, ideally both options would be great
Anything else that might help?
an oj automatic ban would be ideal too, so I don't have to do it manually
