Created setup structure for python pip package #3

Hi,

I have restructured this to enable direct installation as a python package that the user can install from github using pip, attempting to reduce the effort required to use this library.

I have updated the setup with the appropriate details and the appropriate license file.

I understand if you reject the PR, however i thought it would be worth a shot.
