it is an absolute link to the live site.So it will not redirect to the mobile website (as we are testing on d.planning.nsw.gov.au)
the page is on the mobile version and can be accessed via menu or relative links.
Solution?
It should be fine on the live site. But you can either change the link to be relative or keep a log to check it on the live site again to be sure.

Just tested if form a windows phone, d.planning.nsw.gov.au redirects automatically to m.planning.nsw.gov.au

News items link to the eNews page which has not been put on the mobile version of the website.
Solution: make a mobile version of the eNews page so that the list is able to be deciphered.
