Create winget-releases.yml #1142

This action automatically generates manifests for WinGet Community Repository (microsoft/winget-pkgs) and submits them.

Before merging this, please add a GitHub token with public_repo and workflow scopes as a repository secret and rename the secret name in the workflow.

@NickeManarin this workflow will automatically publish new manifests to WinGet when you release a new version.

You can convert the latest release to a draft and then publish it again to trigger the workflow for 2.37.1.

Hi, I haven't been taking time to take care of the repo for a while, since I'm focusing on the next big version.

Right now v2 will receive only bugfixes, so there's no plans for new releases for a while.

But from what I could see, the current version uses the full setup, not the light one:
