Remove unnecessary steps introduced in 3.17 with the removal of NPCs #14

3.17 came with the removal of some NPCs - most notably I believe Navali. As such the All Ears achievement now only requires 484 dialogues - 21 less now. I think Navali only had 20 lines so I'll try and find the last one removed and PR in an update as I'm going for the achievement in this league.
