The codesystem http://hl7.org/fhir/sid/icpc-1-nl still has a count while having content value="not-present".
Where do you see this? It's removed here: resources/zib/terminology/CodeSystem-ICPC_International_Classification_of_Primary_Care_PH3C-icpc-1-nl.xml
Also, side question. For some CodeSystems a version and effectivePeriod extension is given which is changed with this commit. Is that ok? Why do not all codesytem have a version for example? Is that because of how things are stored in Art-Decor?
It's some artifact of ART-DECOR which changes quite often. We never payed attention to it (although maybe we should, but that's a separate issue)
