finishes the move to gradle
Some notable changes are the mc api version changing to 16, the maintaners section in the plugin.yml is not longer supported it seems so ive added all of them to authers, the java version has been set to 17.
Also i've added the paperweight userdev plugin instead of spigot however if this isnt wanted that can be reverted
