Backend administration - heirarchy #2

For a grievance redressal system for Government, we need to assign the user's complaint to the appropriate officer.

Usually in India, The governments functionaries at district level are of minimum 6 levels.

  1. Collector / District Development Officer (They look after many departments)
  2. District level officers of different department (e.g. Chief District Health Officer)
  3. Subdistrict level
  4. Taluka / tehsil (e.g. Block / Tehsil level health officer)
  5. Sub tehsil level (e.g. Medical Officer of Primary Health center)
  6. Village (Village level Multipurpose Health worker)

If there are state and central level officers to be incorporated, it will add two levels and make it 8. Some organizations have around 10 level heirarchy.

So, our system should be reselient enough where we can have 6 levels by default and which can be customised to 10 level heirarchy.

An officer at level X should be able to see reports for his level and all the levels below him (for monitoring purpose). He should be able to pass the complaints lower and above both sides, because sometimes the complaints need expenditure which are usually sanctioned by senior officers. He should also be able to close the complaint once it is resolved.

Minimum data for each functionary:

  1. Name
  2. Designation
  3. Phone number
  4. email id
  5. Address of office
