There are two modes - The complainant may close the complaint. In that case, it means that he is satisfied with the service.
Second case - Government closes the complaint. In that case the complainant may or may not be satisfied.
e.g. Complaint - My street has no cement road. We want a cement road.
Government - It requires 5 lacs rupees funds. Right now, there is no fund for this project. Therefore we can't build the cement road in your street. Complaint closed.
For second case - there should be a feedback kind of system, so that we can know the quality of closed complaint. (In government, there are too many falsely closed complaints.) This also shows the quality of work of the employee.
