Implement fallback for config dir

We switched over to the new config dir (/data/net.nightwhistler.pageturner/..) but this means that existing users now have their stuff distributed in 2 places.

It's better to make this smarter and work like this:

• if the old location exists, use that
• otherwise use the new location
