Frigid Ghoul Attacker (http://wotlk.openwow.com/npc=27685) do not give credit for the quest, and there are too few of them around the area.

UPDATE: it turns out that they give credit, but spawn right on top of Horde and Alliance npcs, getting killed within seconds and thus making the quest really harder than it's supposed to be.
