This paladin quest is bugged, as reported by the player - Hermione.

"Missing game object to summon the blood elfs"

This was a phasing issue with the game object primarily and also with the quest NPC. The waypoints of the objective NPC's were also changed to the correct wp's. Phasing issues are now fixed.
