Description:
Use the quest item in the specified quest area. This will allow you to place a GO, and doing this causes the NPC Foreman Kaleiki to spawn. Killing this NPC gives quest credit.
Problem:
Using the quest item allows the player to place the GO. However, this does nothing.
Event script is missing in the database.
What should Happen:
The NPC Foreman Kaleiki should spawn when the quest item is used in the specified area.
The event script was missing and has been added, the NPC related to this quest also had some incorrect entries in creature_template.
