Enable administrator setting permissions for users #66
Enable admins setting perms for users, and adds a BOT_ADMIN environment
variable for the root discord user with all permissions. Changes
database schema to set the default permission to 0.
Production database schema will have to be updated.
Consider adding subcommand help with a list of current valid permission flags.
