Move the launcher's UI to GTK3 #25

The launcher's UI should be updated to GTK3, and as part of this it should replace the outdated WinForms UI.

I'm closing this, as it's better suited as a part of a larger rewrite. Changing UI toolkits like this (GTK3 is a big jump) would require a more fleshed out update pipeline, and would bring a host of other changes as well. Something for Fafnir, perhaps?
