NIN burst combo is totally wrong. Huton is a defensive skill and should be removed from burst mode. Could add it as option like Meisui. Also, Bunshin should be NIN's first and highest skill priority. Right now it looks like it's fourth.

Majority of the PvP features were written at the start of the rework to PvP jobs in Endwalker, as such, most were written based on initial assumptions and feelings on what was good.

In terms of priority, Bunshin is sitting at 2nd under Mug, but only in a weave window which makes it appear lower. This requirement can be removed if need be.

For Huton, it exists on burst because Forked Raiju is only used when you have bunshin stacks (as in, to go in for burst damage) so needed something to use opposite Hyosho. Goka wasn't picked as there's a separate burst mode for AoE. Since the only other single target damage mudra is Forked Raiju, which is probably best used as engage tool when you have buffs up, it was chosen as winner by default.

Gotcha, thanks @Taurenkey. Personally, I would prefer a filler damage ability like Raiju over Huton. But maybe that's just me. I only use Huton when needed in certain situations like when I'm being focused or need to escape or about to burst into a large group of enemies. I mash the hell out of that burst button expecting damage lol.
