[FEATURE] Build a UI for feeding the Data Quality Rules. #98

Is your feature request related to a problem? Please describe. Data Quality rules are being managed differently by different teams. Some manage it by directly entering it into the table and some use excel sheets to upload. A common UI would be more beneficial for the users to manage the rules.

Describe the solution you'd like UI based on React/Angular. UI will be authenticated by and Okta and Google. The rules entered through the UI will be committed to the Github and versioned. Initial MVP won't have state management
